NZ Society Seminar - Foreshore and Coast, October 2005

The New Zealand Region of the Hydrographic Society held a day seminar on the theme of Foreshore and Coast at the University of Otago, Dunedin on October 12th. The event was scheduled in conjunction with the New Zealand Institute of Surveyors conference. The seminar was organized and hosted by the NZ Region and was preceded by the Society AGM.

Response from the hydrographic community in New Zealand was strong for both the AGM and the seminar with 28 guests present at the lunch following the AGM, and 35-40 attendees at the seminar which took place in the School of Survey lecture theatre between 2:00 and 6:00 pm. A list of presentation topics is included below.

Jerome Sheppard from LINZ described the need for ocean survey and presented a strategy for approaching the task of gathering information in New Zealand’s enormous maritime jurisdiction. The initial estimate of the cost of even a reconnaissance survey strategy is $NZ280 million; however, there is no budget committed by the NZ Government at present. The hydrographic community is nevertheless encouraged to position themselves to take advantage of an ocean survey strategy that is expected to gain momentum as the issue of resource mapping continues to be advanced by a wide consortium of interests and organizations in New Zealand.

Senior Hydrographic Surveyor appointed at LINZ

Adam Greenland has moved from monitoring the constantly shifting bed of the Thames River and its 400 square mile estuary to take up the role of Senior Hydrographic Surveyor at Land Information New Zealand.

Starting his career in the merchant marine in 1979, Adam spent the last 16 years with the Port of London Authority, latterly as Deputy Port Hydrographer. He started with LINZ on 1 October.

He has brought with him an international role, as Chairman of the International Federation of Surveyors (FIG) Commission 4: Hydrography. The four-year term ends next year, but dovetails nicely with this new role at LINZ. Among other things, the Commission provides a forum for the international hydrographic community and develops guidelines and publications of topical interest.

Adam heads a five-person team at LINZ. A core task is prioritising a rolling work programme assessing New Zealand’s current nautical charts and bringing them up to modern standards – a responsibility that stretches as far south as Antarctica. His team is also responsible for maintaining and updating regular nautical publications such as the annual tide predictions, and the hydrographic data kept on the LINZ web site.

From 2006, the LINZ hydrographic survey group will be taking direct responsibility for approving and issuing Notices to Mariners. Adam says the transition will be invisible to mariners, but from a LINZ point of view the process will become more streamlined.

 

Hydrographic Zones of Confidence (ZOC’s) for New Zealand

HSA recently completed an 18 month project for Land Information New Zealand (LINZ) to assess and assign Zones of Confidence (ZOC’s) to 1,792 hydrographic survey fair sheets incorporated within 138 hydrographic charts of New Zealand. The project resulted in 1,465 ZOC’s being assigned to survey areas.

Each hydrographic survey was assessed in relation to the data quality aspects of the International Hydrographic Organisation (IHO) S-57 Standard. Extensive local knowledge of hydrographic surveying practices undertaken in New Zealand was crucial to the project, hence hydrographic survey personnel from Discovery Marine Limited were a key element to the success of the project. The use of the ENC Designer® software tool set specifically tailored by HSA, enabled the project to be brought in well ahead of the projected delivery date.

As an early adopter of Google Earth® HSA customised that package to enable the ZOC data to be viewed using Google Earth® .

New Zealand is one of the first countries in the world to assign ZOC values to all of the hydrographic surveys used on their nationwide portfolio of nautical charts.

FIG Commission 4 - 2004-2005 CD

Mal Jones have received from the FIG Commission 4 Chairman, Adam Greenland, 50 CD's detailing the work of the Commission over the last two years (2004-2005), and includes documents such as conference proceedings, papers, and reports that the Commission and its officers have published to date.

IHO Manual of Hydrography (M13) available on LINZ wesbite

The IHO released a new Manual of Hydrograhy (M13) in May 2005. It is available from the IHO website (www.iho.shom.fr) in pdf format, but is quite hard to find.  To facilitate easy access to NZ industry and educators LINZ has loaded the manual to its Hydro Standards page as part of the LINZ site at the following link.  Please feel free to advise others of the existence of this manual.  Note it is approx 540 pages all up so be wary of pressing print ..   http://www.linz.govt.nz/rcs/linz/pub/web/root/core/Hydrography/standardsandspecs/index.jsp

Long Range beacon reception! - a DGPS user in the Canterbury area has been receiving the correction signals throughout December 04 from the Melbourne station. He used his Trimble NT300D and recieved the AMSA beacon located at Mallacoota, Victoria. Reference Station ID 0013, Distance 2048.7km, Latitude 37 34'.0921 S, Longitude 149 44'.1634 E
